District 68 Candidates Open Forum

Open Forum for Election Candidates

 

The Community Relations Committee has organized an Open Forum for Fairfield residents to meet the candidates standing for the District 68 State Representative position in the upcoming December 6 election. The Open Forum will take place at the Recreation Center at 7.00 pm on Monday, November 28. The Committee has received confirmation from all six candidates (see list below) that they will attend the Open Forum, which will be moderated by Commissioner Vicky Anderson. The format will consist of a 5 minute opportunity for each candidate to introduce themselves and then each candidate will answer questions submitted by e-mail and from the audience.  If you wish to submit a question by e-mail, please send it to John Watson at johnlwatson@comcast.net. It is anticipated that the forum will last 90 minutes with an additional 30 minutes for residents to meet the candidates.The forum will be videotaped and the file placed on the POA website.

Lake Tara Dam Repair

LAKE TARA DAM REPAIR – UPDATE & ANSWERS TO FAQ’S

Drawings for the repair of our Class I dam on Lake Tara have been approved by the GA Department of Natural Resource & Georgia Safe Dams. Current plans are to issue a formal request for proposal to qualified contractors by November 15th.

We currently foresee construction to begin no later than February 1stwith completion by the end of April. During this time, the lake level will be lowered to 2.5’ below normal pool and maintained there for approximately 30 days. Lowering of the lake to this level may temporarily impact residents’ ability to launch boats at the ramp and/or get their boats out of their boathouses. We are asking residents potentially affected by the lower lake level to make plans accordingly.

Since many boat owners do not own a boat trailer, you will be allowed to anchor your boat up to 10’ off your dock but not to exceed 25’ from your seawall. Boat owners are responsible for the proper anchoring of their boats; the POA will not be liable for damage incurred due to improperly anchored vessels. And please remember that Lake Patrol is not available during the winter months to help recover boats which have floated away!

The entire Lake will be “idle-speed” only during this same period. During construction, we will also be posting safety buoys in the lake to create a safety buffer & prevent boaters from getting too close to work areas. Please help us keep our residents & contractors’ personnel safe by observing these boundaries.

FREQUENTLY ASKED QUESTIONS (FAQ’S):

1. What is the projected cost for the actual dam repair?
$250,000 – $300,000

2. Where is the money coming from to pay for these repairs?
$250,000 from our Small Business Administration loan has already been set aside for this purpose

3. How long will construction last?
60-90 days

4. How long will it take for the lake to return to normal pool once we begin re-filling the lake?
Approximately 60 days based on normal rainfall amounts; but the POA cannot be responsible for the fill rate since many factors can potentially impact this.

5. What will these changes to the dam mean in the event of another catastrophic flood?
Crest level for a 100-year flood event will be unchanged. However, crest level for another 500-year flood event as was experienced in September 2009 will be 1’ higher. In this event, for those lakefront property owners whose homes were infiltrated by lake water during the flood, this will mean than water levels inside your home could potentially be 1’ higher than you previously experienced. And for those whose homes were within inches of the flood waters, your home would likely now be infiltrated by the rising lake water. We strongly recommend that lakefront property owners potentially impacted by this change secure flood insurance for your home.

7. What is the definition of a Class I Dam?
A Class I is defined by the Georgia Safe Dams Act of 1978 as a dam for which improper operation or dam failure would result in probable loss of life.

8. Are we required to repair our dam?
Yes; under the same Act, the Director of the Environmental Protection Division/Department of Natural Resources can, and has, mandated that we complete repairs to bring our dam back into compliance.

9. I’ve heard that FEMA has granted monies to other dam repairs project – why not ours?
FEMA funding is only available for those entities who allow public access. As a private, gated community, we are unfortunately exempt from FEMA funding.

During this period of lower lake levels , the Lakes & Dams committee strongly urges all lakefront property owners to inspect their sea-walls, boat docks, and boathouses as this is an ideal time to make repairs.
